Public trust depends on what happens to retired equipment
Government offices hold some of the most sensitive data anywhere: tax and property records, court and law enforcement files, social services case data and employee information. Equipment that stores it is spread across departments, precincts and facilities, and surplus processes are often built for furniture and vehicles rather than data-bearing devices.
Agencies need a disposition partner that treats every hard drive as a record, reconciles each asset against the inventory, applies a recognized sanitization standard and produces documentation that satisfies auditors and public records officers. Surplus that still has value should return revenue, and everything else should be recycled responsibly.
Regulations to plan for
Texas Government Code ch. 441 and Local Government Records Act
State agencies and local governments, including cities and counties, may destroy records only in accordance with retention schedules approved through the Texas State Library and Archives Commission.
AVM picks up after your retention decisions are made and documents each device and its sanitization outcome by serial number.
FBI CJIS Security Policy (media protection)
Agencies with access to criminal justice information must sanitize or destroy electronic media before disposal or release, with the process carried out or witnessed by authorized personnel.
AVM provides certified erasure, physical destruction for media that cannot be erased and serial-level records your agency can use in its CJIS documentation.
Texas Business & Commerce Code §521.052
Sets a general duty to protect sensitive personal information and to make records containing it unreadable when they are destroyed.
Chain of custody, secure quarantine and line-item reports show how each device was handled.
