Large refreshes, tight budgets and sensitive student data
Districts and universities retire equipment in waves: one-to-one device programs, computer lab refreshes, summer upgrades and data center consolidations. Devices come back from many campuses and buildings, often in mixed condition, and staff have little time between the end of one term and the start of the next.
Those devices can still hold student education records, special education files, financial aid information, payroll data and unpublished research. Disposal has to protect that information, respect public records retention rules and, wherever possible, return value to the institution instead of adding disposal costs.
Regulations to plan for
FERPA (20 U.S.C. §1232g; 34 CFR Part 99)
Protects the privacy of student education records and generally prohibits disclosure of personally identifiable information from those records without consent, which makes secure disposal of devices holding them essential.
AVM erases or destroys every data-bearing device and records the outcome by serial number.
GLBA Safeguards Rule (16 CFR Part 314)
Colleges and universities that participate in federal student aid programs are expected to maintain an information security program for customer financial information, including secure disposal of that information.
Certified erasure to NIST SP 800-88 and line-item reports support the disposal element of your safeguards program.
Texas Local Government Records Act and TSLAC schedules
Texas school districts and other public institutions must retain records for the periods set in approved retention schedules and may dispose of records only as those schedules allow.
AVM schedules pickups around your retention decisions and documents exactly which devices were sanitized and when.
